In his description of all of his files he states the following:
The file is a good reference when you are traveling and there is a weather warning. Weather warnings are normally issued by county. Now you can easily check where the county is located. This file is an an excellent companion to one of the otherwise unsearchable States and County Border maps available free on the internet.
It is really great to have this set of files available to everyone.
